The Untold True Story of President Jefferson Davis’ Restored Citizenship
How I, Dr. Howard Haller, spent 13 years researching, lobbying, and ultimately changing U.S. law to restore the citizenship of the Confederate President Jefferson Davis (my great great grandfather). The new law was signed by President Jimmy Carter in 1978.

A Personal Mission, A Historic Victory
Â
For years, people asked me, “How did you do it?”
How did one person—without political power, without a title—get the U.S. Congress and the President to reverse over a century of silence and restore Jefferson Davis’ citizenship?
The answer is in the journey.
This book isn’t just about facts and dates—it’s about what really happened behind the scenes. What it took. Who stood in the way and who helped me achieve my mission. For years I met with and lobbied lawmakers and eventually saw the day the law was signed by President Jimmy Carter himself.
If you’ve ever been curious about Jefferson Davis, the Civil War, or how history can actually be changed… this is a story you’ve never heard told this way.

 Restoring Jefferson Davis’ Citizenship:
A Personal Journey
For years, there’s been confusion and debate about Jefferson Davis and the status of his U.S. citizenship after the Civil War. After being indicted for treason, Davis was officially stripped of that citizenship—and for many, the story ended there.
But I couldn’t let it stay that way.
In the 1960s, at my granny's request, I began what became a 10+ year journey to change that. I researched, wrote, and eventually worked directly with leaders in both the U.S. House of Representatives and the Senate. With determination—and a lot of prayer—I was able to help move a bill through both chambers of Congress.
It passed unanimously.
On October 17, 1978, President Jimmy Carter signed that bill into law, officially restoring President Jefferson Davis’ citizenship. It was a moment of historic correction, and one I was honored to be part of.
